This draft recommends launching a dedicated “Listing Governance” section on the HTX DAO official website. Under the new mechanism, the listing process will move away from manual recommendation mechanism and fully transition into a standardized governance lifecycle wherein project teams self-submit, and the community governs through transparent, productized workflows.

A dedicated “Listing Governance” module will be launched on the HTX DAO official website. Project teams could submit listing applications through a one-stop self-service portal and lock required funds on chain; the community will participate in transparent voting; and the system will execute settlement and reward distribution per governance rules, providing clear, efficient, and traceable process flows.
Multi-Project Competitive Ranking with a Hidden Reward Mechanism to Prevent Manipulation
Instead of a single project’s “approve/reject” vote, this mechanism introduces an N-to-K competitive ranking format (e.g., 5 nominees → 1 slot).
To prevent vote manipulation driven purely by funds, the total reward pool amount will remain encrypted during voting. This design prioritizes community evaluation of project fundamentals, with the reward revealed only after results are determined.
Governance-Derived Rewards and Precise Share of Listing Reward Pool
Your governance vote is your productive asset! If the project you supported ultimately wins and lists, you become eligible to claim your share of that project’s prize pool proportional to your vote weight, enabling governance participation to directly generate yields!
Robust Refund Protection (Low Barrier for Trial and Error)
If the project you support fails to list (whether eliminated in initial review or during community voting), 100% of the prize pool and 95% of the ecosystem development fee will be refunded, with only a 5% base processing cost deducted, minimizing risks for quality project teams.
Overall, the upgrade represents an exploration of integrating listing rights, yield rights, and community consensus. I. Background and Rationale
Improving the value of HTX tokens and enhancing the liquidity of HTX are core consensuses of HTX DAO. Historically, we experimented with community traffic-based “manual recommendations”. Now, we seek more robust infrastructure.
The HTX token economic model allocates 50% of the HTX platform’s revenue to token burns. Therefore, we propose a standardized framework based on the HTX DAO official website incorporating collateralized funds + competitive elimination. This model aims to efficiently filter low-quality assets while allowing community members who make correct decisions to benefit directly, thereby creating a virtuous cycle of “introducing quality assets → increasing platform fee revenue → accelerating $HTX burns”.
II. Core Innovative Governance Mechanisms
N-to-K Competitive Voting: Multiple projects compete concurrently in batches, allowing the community to select the top performers, turning voting rights into effective asset screening power.
Dynamic Encrypted Reward Pool: The reward pool is locked but hidden during voting to eliminate pay-to-vote behavior and reinforce focus on project fundamentals.
Governance Equaling Yield: Project teams’ marketing contributions are directly converted into community returns — voting in favor grants eligibility to share the winning project’s reward pool.
III. Standardized Community-Driven Listing Workflow
The complex process is transformed into four efficient stages:
Stage 1: Self-Submission and Fund Locking
Project teams complete application submission on the HTX DAO official website and pay dual fees (HTX ecosystem development fee + prize pool). The system locks these funds and encrypts them, placing the project into the Pending Review pool.
Stage 2: Official Red Line Compliance Review
HTX internal compliance, risk, and asset review teams conduct bottom-line safety checks (contract security, regulatory compliance, etc.) to ensure that submitted projects contain no critical defects before community exposure.
Stage 3: Community-Wide Ranking and Voting
Projects that pass initial review receive a “Ready for Voting” tag. Community $HTX holders participate in ranking and voting based on their $HTX holding snapshots. The system will display real-time ranking. Projects must meet the minimum $HTX voting support threshold and rank among the top projects in its voting batch to advance.
Stage 4: Settlement and Execution
Victory & Final Check:
After a project wins community voting, the system decrypts the corresponding total reward pool and calculates estimated rewards for participants. To ensure overall liquidity health and trading baseline security, HTX reserves the right to perform a final compliance and stability review prior to listing (final fail-safe). If approved under the final review, the project is scheduled for listing; if the veto mechanism is triggered, it is considered as not approved and will not be listed.
Elimination & Refund:
Projects that fail to meet thresholds or are rejected in the final review automatically trigger refunds, with funds returned through the original payment route.
IV. Asset Tiering and Promotion Pathways
Initial Stage: New Listing Zone
Winning projects by votes are first listed in the New Listing zone and tagged with an “HTX DAO Listing Governance Recommendation”. At the same time, users who voted for the winning project can begin to claim rewards from the prize pool and participate in incentivized activities (e.g., Trade to Earn) to kickstart early liquidity.
Promotion Path: Main Trading Zone
Projects performing strongly in the New Listing zone and passing HTX’s comprehensive data review (trading volume, community engagement), may ascend to the Main Trading zone with full platform exposure.
V. Financial Transparency and Minimal-Loss Refund Mechanism
To attract more quality projects to test the governance system, this draft stipulates highly community-friendly refund rules:
Projects eliminated at any stage (initial review, voting failure, final rejection) will receive 100% refund of the prize pool.
95% of the HTX ecosystem development fee will be returned, with 5% retained to cover base platform processing cost.
